The board was hearing our (OVEC, Highlands, CRMW and Sierra Club) appeal of the DEP's granting of the air permit. mentioned several times during the hearing was the fact that this proposed plant doesn't have any other permit, nor any financing. Maybe that's because converting coal-to-gas is something only desperate regimes undertake. The process uses massive amounts of water, emits huge quantities of carbon dioxide, and the process take a lot of energy.)
